No. This tactic changes incoming damage of anything that is elemental, spiritual and corporeal (procs, melee/ranged attacks, magic attacks etc) from 100% into 75%. I don't get why you are using cooldown to rank tanks in keep/fort. Everything is about the 20-30sec push which already has 10sec of M4. I'd put KOTBS at the top because of the -50% incoming damage ability, just enough to survive the duration of a typical push, and extremely high disrupt, allowing KOTBS to ignore most of magic **** flying around.
