For anyone that is still puzzled about this.
You start the quest by right-clicking the flag/banner (Ravenseer's Mark) beside the quest giver (Karaa Ravenseer).
It will teleport you and the quest giver to another location, click on him (Image of Karaa) when teleported to complete the first view ...
