Okay, so after doing all of the above plus re-downloading the client and launcher, same problem.
I'll leave it for a day or so until I figure out where I done goofed.

Thanks for the advice guys, I've reinstalled .net 4.5 and am currently downloading 22 updates for it. once that's done i'll try installing dx 9.0c and make sure all the required dlls are present. if all that files i'll try re-extracting the client files.

every attempted launch of RoRLauncher adds 2 entries to the error log in windows, a .NET Framework and an Application error

Hopefully Relevant, from the internal metadata file.
Not a lot of it makes sense to me, but i recognise d3d9.dll. so i'm going to latch onto the faint hope that it's a directx issue and see what i can do about it.
I'll let you know if it works.

I've downloaded the client and RoRLauncher.exe, made sure RoRLauncher was in the main folder with War.exe, added exceptions to my antivirus and firewall, made sure read-only was not ticked etc. But I cannot get RoRLauncher to run ...
