There's no reward at the moment for taking keeps at the moment and Destro is a little salty from getting their free candy taken away.

If a side is dominating and population is about 50/50 - that's just laziness and has nothing to do with imbalance. Instead of complaining, gather a warband and do something about it. You left out the fact that when Order was taking keeps without resistance, the population was balanced.

Maybe it's Destro that should stop giving up so easily.
