Apparently, the NPC is actually still in the PQ area and was NOT moved.
The location for him, as mentioned here, is false.

What are the changes made to Unmasking the Enemy? Is the final boss in the hard PQ area? I cannot seem to find him at 14.7k, 41.9k.
