Return of Reckoning

Unable to get it load screenshot, but this is what all it says.

WAR-64.exe - Application error
The application was unable to start correctly (0xc000007b).
Click OK to close the application.

I have looked all through the forums for a solution. I get an application error after clicking on the connect button on the launcher. I get the error with 32 bit and the 64 bit, I am also running as admin and unchecked all of the read only boxes. I am using Windows 10 ent 64 bit version 1709

When I click on link it redirects you to a webpage but no files are downloaded.
