Return of Reckoning

Fire wall is off,i don't have antivirus even installed

I downloaded everything from this website, the launcher the game, everything from here still the same thing :
Error starting: System.UnauthorizedAccessException: Access to the path 'D:\Users\SafeMode\Downloads\Warhammer Online - Age of Reckoning\WAR.exe' is denied.
at System.IO.__Error.WinIOError ...

When i type in my info in cliet i get an error, i did all of the things i saw in the forum like rewriting .net and stuff like that..still doesn't work
