I can see setting and all that just no create character or anything, just setting and cinematic and stuff at bottom any help?

I followed all the instruction, I launch the rorlauncher and I get AN ERROR OCCURED
Could not connect to login server
systemio.io.exception this process cannot acces the file C;// blahblah blah

any help?
