The folder path that I was speaking of is available in "Step 3: Are your files set correctly?" link that Wargrimnir's post is. I was mistaken in thinking the entire folder needed to be out of read-only. Just the WAR.exe needs to have unticked Read-only.

I found during the installation phase I vaguely remember that I had to right-click the folder and set the folder attribute off of "Read-only".
