After "purchasing" the skill (by putting a point into it, at the earliest of Lv 17), did you equip the Tactic?

You get 1 Tactic per 10 lvls (10, 20, 30, and 40) for a total of 4 slots. Right now you probably have one ...

Path of Da Green - 3 points in my Mastery build is the talent" Waaaah Frenzy". It is supposed to reduce my Build time of "I'll take that" by .5 sec. "I'll take that" is still showing 2 sec cast- and while casting I compared it to another 2 sec cast by watching the countdown and it did not reduce it ...

In the mastery trees you have to invest points to get to the tactic/ability level then use another point to buy it.

I've had friends download ROR and I've had to work around the intiatial download and getting everything to work, not being at a computer myself I can only offer suggestions; hope they help.
