but the sulution was that i had to download 32 bit version of d3dx9_34.dll too
i downloaded the 64 bit version before because my system is 64bit there was no info
that i had to download both dll versions or 32 bit only in the Technical Support ...

The application was unable so start correctly (0xc000007b). Click OK to close the application.
