I want to mention that he has tried resetting password and it is still locked

Hello,

My friend's account is locked and he cannot login with it to either RoR or the forums, it seems to be locked due to too many password attempts, how can he unlock it?

So my friend's account was for sure broken, he even tried logging on from a separate laptop with a fresh install of RoR.

The server has since restarted and he is able to log in again!

Question... did your game crash when you tried creating a character? Perhaps deleted a character then tried to make one with the same name?

Not sure! I would need his account name to check. Sometimes it's obvious, usually it's not.

Friend is having this EXACT problem and was caused the exact same way, any fix?

Restarted his PC,
Restarted his router
Disabled firewall
