I know you guys are not cheaters. but I've seen so many of them. they invent every possible ways to cheat. the result is what we have now. our common enemy is cheaters. It's sux when i couldn't play with friend 10 lvl below. but this limit exists in most games. I could've suggested mentoring system...

If I remener right (haven't checked on this server in game but I've also not seen any info about it being changed from live)... healing debuff appply to all form of healing (direct, hot, proc) except those that are based on % of damage inflicted. with your given examples... Slayer/choppa rune of abs...

Hey mate, this is a PvP game, stop trying to change the core focus of the game and stop trying to cheat ways to quickly level. Learn your class through playing the game via RvR and scenarios. a flat speed increase... no... bu maybe linking it to some tattic (like the current one that give speed buff when using cc break) and adding some sort of limitation (like having it only last 10 sec rather than full duration of the stealth... and breaking as soon as you leave stealth...) may be more ...

There's also the separate issue of an instant-cast, 100ft range 4.5k dmg ability existing in this game to begin with.
