Toughness reduction is applied before the cast time multiplication - so it gets multiplied too. Cast time of fireball is 3 seconds, cast time of BB defaults to 1.5 - so you have double the reduction from toughness on fireball. Hmm ... What you say makes perfect sense. I know this post and it doesnt explain it.
If this post was right, Fireball and Boiling Blood which are skills with almost exactly the same flat values should be mitigated the same way.
It is not the case.

Fireball and Boiling Blood have flat values that are pretty much the same (866 and 799) and one has a 53% reduction and the other one 28%.
Your explanation doesnt work Elemint.

Nope, no Ignition for her.
And I had 0 resist btw and negative resist dont exist in that game.
All results are the same: Impact of Toughness on this skill, nothing else.

Toughness has nothing to do with %s. it is a FLAT amount. % is irrelevant. Armor/Resistance works via %, NOT toughness.
