I get that ppl are mad, but at least stick to the facts and try not make stuff up, DPS doesn't affect the stat distribution, at all, nor did it in the past either, old fortress weapons were 65 stats 3% crit+equal valued proc ...

That's not true, there are plenty of 20 cost ones, fortress charms with their spike procs that you posted a picture of, are Tier B, easily verifiable looking at the stats, 33+12+20+20(crit)+20(proc)=105, while Concussion VII ...

The bloodlord effect is not cheap it's classified as a tier A "proc" and costs 40 stat points. It might seem "cheap" on two hander cause you only have to pay it once, but 1 ...

So looking at the weapon stats an uhh... can we just have high level things without procs? Just asking cause a ilvl66 fortress charms are now worse stat wise than ilvl50 madcap ones, due their useless proc.

Why would it be? DP is ilvl 65 Sov is 75-78. This item change will be probably more along the lines of adjusting/nerfing stuff like the conqueror Dok/WP chalice/book which has always had weirdly high stats for whatever reason.
