Its really bad design to have them share a 60 sec CD. What good reason is there to use seal of destruction for 5 seconds and that puts Von Horstmann's on a 60 second cooldown?! The wh abilities seal of destruction and von horstmamns speculum share the same CD i.e. using one initiates the 60 second cooldown on the other!

This never used to be the caese.
