How does one obtain such a cloak?

So ive just got 5/5 of ruin set and upgraded my shield to Sentrys Herald of Vuh.

So the next thing i need to upgrade is my main hand weapon

Is there an epic questline a Chosen can do to obtain such a weapon? and if so where does it start?

So it is not connecting me to the server now, rather than the CTD

Its not trying to log me in @ Nordland but still CTD

I run Vinys UI could this be having an affect?

Yeah had that too.Try to type fast during load screen(before it crashes) 2 times /stuck. Keep trying re-open the game and do it again.Eventually it will port you in Nordland.
