I have the impression the algorythm tries to match full wbs first and, if a full wb is not available on one side, it takes whatever it is on the list starting from most populated wbs filling gaps with 6 mans and solo.

The fort experience, while sometimes is frustrating, it is surely simpler than taking certain keeps wi 250+ people inside. Both GTDC and Rampage are game-breaking mechanics, remove them both or convert them to something less breaking but still useful (i.e. morale pump/drain, group buff/aoe debuff).

Why don't use a different approach. Instead of this reward system based on the zone, just give a % (let's say, 20%) to get invader crests in the gold bag for attaching or defending any keep. Reward accessible for only rr62+ rank. This way people are incentivated to join the oRvR fields with the toon...
