You'd have to be One committed X-Realmer to go the extra Distance to Create a New Account.. (Don't Be Lame)

Yes! Implement a Timer to Block all the X-Realmers! Lock them to their Faction!

I thought they said something about catching the rest of PvE Content Up to the RvR's level of Polish first, before releasing T4. Things like Gunbad, Hunter's Vale, the Sewer Dungeons, the rest of the PQs, and more I guess.
