Return of Reckoning

So I've been experiencing an odd issue. On my newest bunch of characters alt 1 - 4 no longer triggers the ability held in those bars. I can mouse click them and set them off, but alt 1 - 4 no longer triggers. My older characters can use alt 1-4 just fine. On these newer characters I have tried ...

This is just not as black and white to me as it seems to most. Some advocate it being removed as they would benefit from it and some want it to stay as they are used to using it.
