I have exactly the same issue.

I tred to use "JeFawks Mini RoR Launcher". With this it just worked, after trying several times. Usually also with the Mini Launcher it says " Launcher established the connection; have fun playing!" but nothing happens, the WAR.exe won't be started, same as with the ...
