If you want to ensure 24 hour stretches of PvD(oor) play then this is a really good suggestion.

While I appreciate the effort, this still doesn't achieve your stated goals.

First of all, the campaign is almost completely pointless now so making control better for small groups does almost nothing.

Second let us assume that one side is in "severe" malus by blobbing with 3 warbands and the ...

Feel free to go look at the stats but both WE and WH populations have surged recently vs their long term (365-day look back) average in the rr60+ bracket.

WE are up from like 7% of total pop to nearly 12%

I don't see how this will break up the blob. What I do see is the blob migrating from BO to BO to turn in the resources much like it currently migrates from BO to BO to pick up the renown bonuses now.
