Return of Reckoning

Thanks! She's supposed to be in the Shadowlands too but I guess she isn't populating there or something.

I'm on the quest "A Lord's Game" where I have to talk to Dread Lady Lunira at Hydra's Ledge, which is on the coast of the Shattered Basin. I've been up and down the coast in that subarea, and can't find the NPC. Does anyone have any hints to where exactly I should be looking?
