I don't think any tricks or illusionary changes will make BOs any more important - just like we could see it from the last RvR change. No one cares about BOs still.

If you want to make BOs important, then quite simply the solution is to make BOs important.

DPS is bottom-floor in what way? Because in a group-environment certainly not, and I think we have a really good variety of careers and specs that are very viable nowadays, even competitive.

DPS Tanks and DPS Healers are also unable to replace actual DPS spots in group play, except for a few cases ...

I think Scenarios should be focusing on fast and easily accessible games to people who otherwise don't have the time to properly group up in RvR and just want to have fast quick fun for 30 minutes or so.

I don't think it is possible to significantly increase the quality of sieges by any means, be it ladders, new mechanics, flying on top, orcapults etc. - because inherently the area around keeps is too small and why would you fight ...

I would propose the exact opposite as a solution.

It is already too bothersome and ill-advised to siege in the current state of RvR, where majority never want to do it either due to the heavy defense-biased mechanics, difficulty, lag or any other reason.
